60s Fashions By Patti Plaid Dress NWT and amid-alteration (S/M)

1960s red white and blue plaid dress, new with tags! I want to wear this one line dancing! Pairs adorably with cowgirl boots!

This appears to have been being prepped to be shortened as there are pins in place to take a few inches off. You can take the pins out though it appears!
Labeled size 10, best fit size small to medium in my opinion but please refer to measurements below taken laid flat:
