60s Flower Power Fixer-Upper Dress (XS/S)

1960s flower power dress! It is a fixer-upper and is worth saving! Pink, blue, yellow, and white with a fitted waist and zipper back. The dress has multiple small holes, near the front naval area and along the front bottom. I'm not skilled with a needle and thread but seems conceivable to me that they are repairable with a needle and thread. The "busy" pattern should mask repairs nicely, as the holes themselves are not very noticeable as is currently.  Measurements below taken laid flat, please double as necessary:
